The Hiring Process
When positions are available, the Training & Personnel Division will contact all current applicants and conduct suitability testing at the Department. The tests are created and evaluated by Law Enforcement Services, Inc. (LESI), in Greensboro, NC. A portion of the test is done on-line; the written tests usually take 3-4 hours to complete.
Those who score a "3" on the suitability tests continue on in the process. A thorough background investigation is then conducted on the applicants. This involves an interview, employment and reference checks, credit checks, driving history and criminal record checks, and Computer Voice Stress Analyzer (CVSA) testing.
Upon successfully passing the background investigation, the applicants will be interviewed before the Statesville Police Oral Review Board. Only those who are deemed "eligible for employment" and rank within the top 3 candidates by the oral review board members may be asked to return for a second interview with Chief Anderson. Should a conditional offer of employment be made to an applicant, the applicant must then successfully pass a drug screening and psychological interview with LESI, as well as a complete physical. The entire process usually averages between 45-60 days.
Transfers from Other NC Agencies
The Statesville Police Department is a growing agency and always interested in hiring experienced officers for full time and reserve officer positions. As positions become available, experienced officers with NC basic law enforcement certification may transfer to the Statesville Police Department provided he or she has less than a 12-month break in service.
Prior to transfer of certification, the officer must: (1) Complete a medical history statement within one year prior to transfer; (2) Submit to a medical examination and drug screening by the City physician, the results of which will be submitted to the Statesville Police Department; (3) Submit to a psychological interview with LESI; (4) Successfully complete the department's in-service firearms training program.
An officer holding probationary certification may not laterally transfer to the Statesville Police Department from another NC agency. If an officer terminates employment with a NC agency before their probationary period (first year) is up, they must start a new probationary period at the Statesville Police Department.
Incentives for experienced officers offered by the Statesville Police Department include: (1) A 5%-15% increase over the starting salary, at the discretion of the Chief of Police and City Manager; (2) Officers serving one full year at the Statesville Police Department, who also have at least two full years of service with another comparable NC law enforcement agency without any lapse in service, are eligible to participate in departmental promotional processes (Sergeant, Investigator, etc.)
Out-of-State Transfers
Out-of-state transfers will be evaluated to determine the amount and quality of their training and experience. At a minimum, out-of-state candidates must have two years of full time, sworn law enforcement experience and have successfully completed a basic law enforcement training course accredited by the state from which they are transferring in order to be considered for transfer to the Statesville Police Department. Out-of-state transferees cannot have a break in service exceeding one year.
Prior to employment as a certified law enforcement officer in North Carolina, out-of-state transferees must: (1) Successfully complete the Statesville Police Department's in-service firearms training program; (2) Complete the legal unit (minimum 96 hours) of the NC Criminal Justice Training and Standards Commission-accredited BLET and successfully pass the entire state comprehensive examination within their 12-month probationary period.
Persons who have completed training as federal law enforcement officer or military police officer will be required to complete the Commission-accredited BLET in its entirety and successfully pass the state comprehensive examination prior to employment. In addition, ALL out-of-state transferees (including federal law enforcement officers and military police officers) will be subject to successfully completing/passing the Statesville Police Department's medical examination, drug screening, and LESI requirements.
NOTE: The NC Criminal Justice and Standards Commission will not pre-confirm your commission as a Police Officer in NC until you have been hired by our agency. This means that there is a possibility that they, Training and Standards, will not accept your training and experience from your home state. If that is the case, the Statesville Police Department reserves the right to terminate your employment with the City of Statesville.
